AttheinvitationofU.S.PresidentJoeBiden,ChinesePresidentXiJinpingattendstheLeadersSummitonClimateviavideolinkanddeliversanimportantspeechtitled"ForManandNature:BuildingaCommunityofLifeTogether"inBeijing,capitalofChina,April22,2021.(Xinhua/HuangJingwen)BEIJING,April22(Xinhua)--ChinesePresidentXiJinpingdeliveredaspeechattheLeadersSummitonClimateviavideolinkfromBeijingonThursday.Pleaseseetheattachmentforthetranslationofthefulltextofthespeech.FullText:RemarksbyChinesePresidentXiJinpingatLeadersSummitonClimateForManandNature:BuildingaCommunityofLifeTogetherRemarksbyH.E.XiJinpingPresidentofthePeople’sRepublicofChinaAttheLeadersSummitonClimate22April2021HonorablePresidentJoeBiden,HonorableColleagues,ItisagreatpleasuretojoinyouattheLeadersSummitonClimateonEarthDay.IwishtothankPresidentBidenforthekindinvitation.Itisgoodtohavethisopportunitytohaveanin-depthexchangeofviewswithyouonclimatechange,andtodiscusswaystotacklethischallengeandfindapathforwardformanandNaturetoliveinharmony.Sincetimeoftheindustrialcivilization,mankindhascreatedmassivematerialwealth.Yet,ithascomeatacostofintensifiedexploitationofnaturalresources,whichdisruptedthebalanceintheEarth’secosystem,andlaidbarethegrowingtensionsinthehuman-Naturerelationship.Inrecentyears,climatechange,biodiversityloss,worseningdesertificationandfrequentextremeweathereventshaveallposedseverechallengestohumansurvivalanddevelopment.TheongoingCOVID-19pandemichasaddeddifficultytoeconomicandsocialdevelopmentacrosscountries.Facedwithunprecedentedchallengesinglobalenvironmentalgovernance,theinternationalcommunityneedstocomeupwithunprecedentedambitionandaction.Weneedtoactwithasenseofresponsibilityandunity,andworktogethertofosteracommunityoflifeformanandNature.—WemustbecommittedtoharmonybetweenmanandNature.“AllthingsthatgrowliveinharmonyandbenefitfromthenourishmentofNature.”MotherNatureisthecradleofalllivingbeings,includinghumans.Itprovideseverythingessentialforhumanitytosurviveandthrive.MotherNaturehasnourishedus,andwemusttreatNatureasourroot,respectit,protectit,andfollowitslaws.FailuretorespectNatureorfollowitslawswillonlyinviteitsrevenge.SystemicspoilofNaturewilltakeawaythefoundationofhumansurvivalanddevelopment,andwillleaveushumanbeingslikeariverwithoutasourceandatreewithoutitsroots.WeshouldprotectNatureandpreservetheenvironmentlikeweprotectoureyes,andendeavortofosteranewrelationshipwheremanandNaturecanbothprosperandliveinharmony.—Wemustbecommittedtogreendevelopment.Greenmountainsaregoldmountains.Toprotecttheenvironmentistoprotectproductivity,andtoimprovetheenvironmentistoboostproductivity—thetruthisassimpleasthat.Wemustabandondevelopmentmodelsthatharmorunderminetheenvironment,andmustsaynotoshortsightedapproachesofgoingafternear-termdevelopmentgainsattheexpenseoftheenvironment.Muchtothecontrary,weneedtoridethetrendoftechnologicalrevolutionandindustrialtransformation,seizetheenormousopportunityingreentransition,andletthepowerofinnovationdriveustoupgradeoureconomic,energyandindustrialstructures,andmakesurethatasoundenvironmentistheretobuttresssustainableeconomicandsocialdevelopmentworldwide.—Wemustbecommittedtosystemicgovernance.Mountains,rivers,forestsaswellasfarmlands,lakes,grasslandsanddesertsallmakeindivisiblepartsoftheecosystem.Protectingtheecosystemrequiresmorethanasimplistic,palliativeapproach.WeneedtofollowtheinnatelawsoftheecosystemandproperlybalanceallelementsandaspectsofNature.Thisisawaythatmaytakeuswherewewanttobe,anecosysteminsoundcirculationandoverallbalance.—Wemustbecommittedtoapeople-centeredapproach.Theenvironmentconcernsthewell-beingofpeopleinallcountries.Weneedtotakeintofullaccountpeople’slongingforabetterlifeandagoodenvironmentaswellasourresponsibilityforfuturegenerations.Weneedtolookforwaystoprotecttheenvironment,growtheeconomy,createjobsandremovepovertyallatthesametime,soastodeliversocialequityandjusticeinthecourseofgreentransitionandincreasepeople’ssenseofbenefit,happinessandsecurity.—Wemustbecommittedtomultilateralism.Weneedtoworkonthebasisofinternationallaw,followtheprincipleofequityandjustice,andfocusoneffectiveactions.WeneedtoupholdtheUN-centeredinternationalsystem,complywiththeobjectivesandprincipleslaidoutintheUNFrameworkConventiononClimateChange(UNFCCC)anditsParisAgreement,andstrivetodeliverthe2030AgendaforSustainableDevelopment.Weneedtoeachtakestrongeractions,strengthenpartnershipsandcooperation,learnfromeachotherandmakecommonprogressinthenewjourneytowardglobalcarbonneutrality.Inthisprocess,wemustjoinhands,notpointfingersateachother;wemustmaintaincontinuity,notreversecourseeasily;andwemusthonorcommitments,notgobackonpromises.ChinawelcomestheUnitedStates’returntothemultilateralclimategovernanceprocess.Notlongago,theChineseandUSsidesreleasedaJointStatementAddressingtheClimateCrisis.ChinalooksforwardtoworkingwiththeinternationalcommunityincludingtheUnitedStatestojointlyadvanceglobalenvironmentalgovernance.—Wemustbecommittedtotheprincipleofcommonbutdifferentiatedresponsibilities.Theprincipleofcommonbutdifferentiatedresponsibilitiesisthecornerstoneofglobalclimategovernance.DevelopingcountriesnowfacemultiplechallengestocombatCOVID-19,growtheeconomy,andaddressclimatechange.Weneedtogivefullrecognitiontodevelopingcountries’contributiontoclimateactionandaccommodatetheirparticulardifficultiesandconcerns.Developedcountriesneedtoincreaseclimateambitionandaction.Atthesametime,theyneedtomakeconcreteeffortstohelpdevelopingcountriesstrengthenthecapacityandresilienceagainstclimatechange,supporttheminfinancing,technology,andcapacitybuilding,andrefrainfromcreatinggreentradebarriers,soastohelpdevelopingcountriesacceleratethetransitiontogreenandlow-carbondevelopment.Colleagues,TheChinesecivilizationhasalwaysvaluedharmonybetweenmanandNatureaswellasobservanceofthelawsofNature.IthasbeenourconstantpursuitthatmanandNaturecouldliveinharmonywitheachother.EcologicaladvancementandconservationhavebeenwrittenintoChina’sConstitutionandincorporatedintoChina’soverallplanforbuildingsocialismwithChinesecharacteristics.ChinawillfollowtheThoughtonEcologicalCivilizationandimplementthenewdevelopmentphilosophy.Wewillaimtoachievegreenereconomicandsocialdevelopmentinallaspects,withaspecialfocusondevelopinggreenandlow-carbonenergy.Wewillcontinuetoprioritizeecologicalconservationandpursueagreenandlow-carbonpathtodevelopment.Lastyear,ImadetheofficialannouncementthatChinawillstrivetopeakcarbondioxideemissionsbefore2030andachievecarbonneutralitybefore2060.Thismajorstrategicdecisionismadebasedonoursenseofresponsibilitytobuildacommunitywithasharedfutureformankindandourownneedtosecuresustainabledevelopment.Chinahascommittedtomovefromcarbonpeaktocarbonneutralityinamuchshortertimespanthanwhatmighttakemanydevelopedcountries,andthatrequiresextraordinarilyhardeffortsfromChina.ThetargetsofcarbonpeakandcarbonneutralityhavebeenaddedtoChina’soverallplanforecologicalconservation.Wearenowmakinganactionplanandarealreadytakingstrongnationwideactionstowardcarbonpeak.Supportisbeinggiventopeakingpioneersfromlocalities,sectorsandcompanies.Chinawillstrictlycontrolcoal-firedpowergenerationprojects,andstrictlylimittheincreaseincoalconsumptionoverthe14thFive-YearPlanperiodandphaseitdowninthe15thFive-YearPlanperiod.Moreover,ChinahasdecidedtoaccepttheKigaliAmendmenttotheMontrealProtocolandtightenregulationsovernon-carbondioxideemissions.China’snationalcarbonmarketwillalsostarttrading.Asaparticipant,contributorandtrailblazeringlobalecologicalconservation,Chinaisfirmlycommittedtoputtingmultilateralismintoactionandpromotingafairandequitablesystemofglobalenvironmentalgovernanceforwin-wincooperation.ChinawillhostCOP15totheConventiononBiologicalDiversitythisOctoberandlooksforwardtoworkingwithallpartiestoenhanceglobalgovernanceonbiodiversity.WesupportCOP26totheUNFCCCinachievingpositiveoutcomes.AsweinChinaoftensay,“Itismoreimportanttoshowpeoplehowtofishthanjustgivingthemfish.”Chinahasdoneitsbesttohelpdevelopingcountriesbuildcapacityagainstclimatechangethroughvariousformsofresults-orientedSouth-Southcooperation.FromremotesensingsatellitesforclimatemonitoringinAfricatolow-carbondemonstrationzonesinSoutheastAsiaandtoenergy-efficientlightsinsmallislandcountries,suchcooperationhasyieldedreal,tangibleandsolidresults.ChinahasalsomadeecologicalcooperationakeypartofBeltandRoadcooperation.Anumberofgreenactioninitiativeshavebeenlaunched,coveringwide-rangingeffortsingreeninfrastructure,greenenergy,greentransportandgreenfinance,tobringenduringbenefitstothepeopleofallBeltandRoadpartnercountries.Colleagues,AswesayinChina,“Whenpeoplepulltogether,nothingistooheavytobelifted.”Climatechangeposespressing,formidableandlong-termchallengestousall.YetIamconfidentthataslongasweuniteinourpurposesandeffortsandworktogetherwithsolidarityandmutualassistance,wewillriseabovetheglobalclimateandenvironmentchallengesandleaveacleanandbeautifulworldtofuturegenerations.Thankyou.123NextPageLastPage31
